Personnel Security Specialist

Performs security program duties in accordance with current laws, regulations, and policy. This includes advising management and staff on personnel security matters and providing guidance and assistance to the Servicing Human Resource Offices within PWR. Receives requests for access authorizations and/or clearances and evaluates the position risk/sensitivity designation of the positions based on regulations. Receives requests for access authorizations and/or suitability determinations of applicants and employees for entry and retention of employment or other persons for access to material or work sites. Employee adjudicates all investigations to ensure suitability for employment, as well as retention. As such, the incumbent is designated as an Adjudicator in USAccess smart card personnel program under HSPD-12. Ensures that access authorization processes, and clearances (as applicable) are initiated for all assigned employees, candidates, and contractors as required. Approves or rejects requests and/or position risk/sensitivity designation. Prepares and processes documents for Tier 1 (T1) investigations, determines background level investigations, security clearances, fingerprinting and coordinates/executes the requirements of HSPD-12. Adjudicates complex background investigations related to the position based on security clearance/access. Reviews completed personnel investigations with the purpose of providing recommendations on pre-employment and continued employment considerations. Initiates actions for updating of investigations and clearances as necessary. Maintains all records as required pertinent to all cases in accordance with regulations, policies, guidance, and directives. Completes the PIV form and schedules new and current employees for photo ID. Assures that documents are processed in a timely manner, and any reports are properly completed and processed. Conducts inspection of subordinate files to ascertain adequacy of security safeguards. This includes researching and conducting preliminary investigations on applicants and preparing documents to obtain clearances and/or security checks from granting agency. In preparing documentation, evaluates the authenticity and veracity of applicants documents i.e. proof of citizenship, birth certificates and/or naturalization certificates. This includes receiving, reviewing and evaluation reports of investigations and other date to determine suitability for employment. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
determining level of, initiating, and adjudicating background investigations; requesting and updating Homeland Security Presidential Directive - 12 (HSPD-12) PIV Cards though USAccess or other automated systems; and using systems such as NP2 Portal, OPM PIPS/CVS, or other agency specific personnel security tracking systems. The specialized experience must also include performing suitability adjudication for Low Risk Positions. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least two full years of progressively higher level graduate education, Master's or equivalent graduate degree in a related field. You must include transcripts. -OR- Successful completion of equivalent combination of progressively higher graduate level education and experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.of a combination of education and experience as described above. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months/years, hours per week worked and salary to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
