Human Resources Specialist (ER/LR)

Serves as Human Resource Specialist (Employee and Labor Relations). Duties include:
Consults with or provides assistance when requested by park managers and/or supervisors on employee relations issues; makes recommendations and reports on policy issues. Develops and implements outreach and education briefings/training to ensure supervisors, superintendents, and human resources staffs understand their roles and responsibilities. Advises on complex employee performance and conduct issues affecting serviced organizations such as whistleblower complaints, medical removals, drug and alcohol abuse, disciplinary actions for ethics violations, etc. Manages substantive programs such as ethics, performance management, leave administration, appeals and grievances, and other traditional employee relations functions. Counsels employees, supervisors and managers on provisions of these programs within delegated authorities and assists Department of Interior Field Solicitor in representing the Service before the Merit Systems Protection Board. Recommends, structures, and implements settlement agreements as required. Provides management information and counseling on the Employee Assistance Program (EAP) as required. Serves as point of contact for labor relations issues involving one or more unions and/or bargaining units. Drafts proposals for labor agreements and working rules and represents management in formal negotiations. Educates supervisors and managers on the administration and execution of labor agreement provisions, bargaining requirements, and grievance processes. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
providing technical guidance and assistance to agency staff in the areas of employee grievances, conduct, discipline, adverse actions, and employee relations training and experience providing on going labor management support, including participating in union negotiations and the administration of union agreements covering a wide range of employee-management issues. You must include hours per week worked. Volunteer
Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
