Contract Specialist

Perform pre-award and post-award actions that comply with federal regulations. Conduct negotiated procurements in accordance with required laws and regulations. Review requisition package for adequacy and compliance with regulatory and procedural requirements. Resolve problems regarding contractual obligations throughout the life of a contract. Evaluate contractor performance for compliance with terms and conditions of contracts. All qualifications must be met by the closing date of this announcement-08/10/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To be eligible for this position, you must meet one of the Basic Requirements AND the Additional Qualification Requirement. Basic Requirements:
Successfully completed a 4-year course of study leading to a bachelor's degree, in any field, from an accredited institution of higher education. Note:
You must submit copies of your transcripts. OR Completed at least 24 semester hours (or equivalent) in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management. Note:
You must submit copies of your transcripts. OR Currently employed in a GS-1102 position at any grade GS-05 through GS-12 and have been since January 1, 2000. Note:

Experience:
Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
(1) conducting research on regulations, legal cases, and policy and advising program officials of the acquisition strategies to be used in procurement processes; (2)conducting pre-award surveys, including workload analysis, performance capabilities, financial stability, staffing plans, and accomplishment projections, to provide an accurate assessment of contractor's capabilities; (3)analyzing price adjustments, deviations from contract terms and conditions, change orders, or delivery schedule changes to make a final determination; and (4) resolving problems regarding contractual obligations throughout the life of a contract. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
