In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. To be eligible for this position at the GS-09 grade level, you must possess one of the following:
Have at least full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
(1) maintaining and updating organizational charts; (2) generating a variety of written documents and reports; (3) developing position descriptions, job analyses, and assessment questionnaires; (4) maintaining electronic libraries. OR Have successfully completed a Master's degree or two (2) full years of graduate level study leading to a Master's degree or LL.B., J.D., in a field that provided the knowledge, skills, and abilities necessary to perform this work. Directly related graduate study may include, but is not limited to business administration, organizational development, and/or public administration. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR Have an equivalent combination of specialized experience (as in A above) and education (as in B above) that, when prorated, combine to meet the qualification requirements for this position. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Only education beyond the second year is creditable to meet this standard. To be eligible for this position at the GS-11 grade level, you must possess one of the following:
Have at least one year of specialized work experience equivalent to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
(1) researching, interpreting, and conveying complex federal human resources law and policy; (2) delivering training sessions on position management, recruitment and other HR-related topics; (3) providing assistance with the preparation of necessary documentation for recruitment packages; (4) planning workforce strategies for recruitment and retention efforts. OR Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study. Directly related graduate study may include, but is not limited to business administration, organizational development, and/or public administration. OR Have an equivalent combination of the type and level of experience and education described above. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess two full years (36 hours) may be used to qualify. You must include transcripts with your application to support any completed education claims. TIME-IN-GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Experience:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
